Bill Description:
This legislation amends the Higher Education Act to expand access to higher education through a federal–state partnership grant program at the Department of Education that eliminates tuition and required fees for eligible students at community colleges, tribal colleges and universities, and public four-year institutions, and provides funding for private nonprofit Historically Black Colleges and Universities and minority-serving institutions to do the same. The legislation also revises and reauthorizes the Pell Grant, TRIO and GEAR UP programs.
