Bill Description:
This legislation amends the Workforce Innovation and Opportunity Act to codify and fund grants under the Reentry Employment Opportunities program for individuals returning to the workforce after incarceration.
Evidence provisions:
- Implements a new definition for “evidence-based programs” as a program or practice that—
- “is demonstrated effective when implemented with fidelity;
- is based on a clearly articulated and empirically supported theory;
- has measurable outcomes relevant to workforce outcomes for reentering justice-involved individuals; and
- has been scientifically tested and proven effective through randomized control studies or comparison group studies.”
- Defines "promising" a program or practice that—
- “is demonstrated to be effective based on positive outcomes relevant to workforce engagement for reentering justice-involved individuals from one or more objective, independent, and scientifically valid evaluation; and
- includes ongoing efforts to examine the effects of such program or practice.”.
- Mandates independent evaluation of each grant, and specifies including an assessment of the effectiveness in reducing recidivism and other named outcomes.
