Bill Description:
This legislation amends the Workforce Innovation and Opportunity Act to create new grant funding for community colleges to establish, expand and improve high-quality workforce development programs.
Evidence provisions:
- The bill requires applications include "the evidence upon which education and skills development strategies are based and an explanation of how such evidence influenced the design of the program."
- Evidence must demonstrably inform program design.
- Mandates agency evaluation and dissemination of findings for all grants;
- Evaluation designs must include: analysis of program participant feedback; outcome and process measures; and the use of the most rigorous analytical and statistical methods that are reasonably feasible, such as control groups.
- Reserves up to 2% of funds for evaluation activities.
