Bill Description:

This legislation amends the Higher Education Act of 1965 to establish a competitive grant fund for evidence-based approaches that improve the effectiveness and efficiency of postsecondary education. It also authorizes pay-for-success initiatives and evaluation activities to improve access, affordability, retention and completion for students.

Evidence provisions:

  • Adopts evidence definition under Section 8101(21)(A) of the Elementary and Secondary Education Act of 1965.
  • Establishes promising/moderate/high evidence tiers and funds evidence-based innovation.
  • Creates evaluation authority with up to 1% of funds reserved across Higher Education Act (HEA) discretionary grants.
  • Authorizes Pay-for-Success pilots with third-party evaluation as an eligible use of funds.
